Note that NASCAR Now is back for what will likely be it's final season in the overnights on ESPN 2.  There appears to be plenty of Annex fodder for next week as well.  NASCAR's The List on NBC Sports Network appears on paper to be similar to SPEED's The 10, but I'll have to watch them in order to be sure.

What to Watch: February 10-16

- Prepare to hear some loud noises from Daytona.  On-track activity for the second portion of Speedweeks is scheduled to begin on Thursday with practice for ARCA teams.  Sprint Cup teams in the Sprint Unlimited will take to the track Friday evening for practice.  Saturday sees the season opener for the ARCA Racing Series and the non-points Sprint Unlimited.  Finally, Sunday has Pole Qualifying for the Daytona 500.  We'll have plenty of updates from Daytona.

NASCAR Announces New Penalty System, Change to Appeal System

On Tuesday, NASCAR announced changes to their penalty system in order to streamline the process and make it more transparent for everyone involved.  This system, known as the Deterrence System, replaces the previous system in which each penalty was determined on a case-by-case basis.  This system will be in effect for all three of NASCAR’s National Series.  The only real differences will be in the fines that are levied to individual teams.

In addition, the final step of NASCAR’s appeal process has been modified with the addition of Bryan Moss, former President of Gulfstream Aerospace, as the Final Appeals Officer.  He will replace John Middlebrook in the appeal process.  The first step of the appeals process will remain the same.

NASCAR’s Executive Vice President of Racing Operations Steve O’Donnell is very happy with the changes.

“NASCAR’s Deterrence System is designed to help maintain the integrity and competitive balance of our sport while sending a clear message that rules violations will not be tolerated,” O’Donnell said.  “This is a more transparent and effective model that specifically spells out that ‘X’ infraction equals ‘X’ penalty for technical infractions.  At the same time, we believe the Appeals process allows a fair opportunity for our NASCAR Members to be heard, and have penalty disputes resolved by an impartial, relevant group of people with the ability to handle the complexities inherent in any appeal. This system has been tailored specifically to fit the needs of our sport.”

Robin Pemberton, NASCAR’s Vice President of Competition and Racing Development, is also very happy with the change.

“We've been looking to put together a more effective and efficient deterrent system that we believe will serve the competitors and their teams much better,” Pemberton said.  “It should provide for a greater transparency and should enhance the process in which we inspect the vehicles and regulate the sport.  We believe the new system is easily understood and specifically lays out exactly what disciplinary action will be taken depending upon the type of technical infraction. More importantly, we believe we have strengthened our system to ensure even more competitive racing.”

NASCAR’s Deterrence System will works as follows.  As always, the cars will be rigorously inspected at the track.  If anything is found on the cars, those penalties will be broken down into seven categories.  Level 1 is simply a warning.  Technically, it’s not a penalty, but multiple warnings will eventually equal a penalty.

Once the actual penalties start, there are six levels (P1-P6), increasing in severity.  P1 penalties likely will not result in fines.  However, they can result in loss of practice time, community service, and an automatic last pit selection.  P2-P3 penalties give NASCAR the choice of a small point penalty, a fine, and one-race suspension for the crew chief in addition to probation.  

P4-P6 penalties require a minimum 25 point penalty, a fine, crew chief suspension for a minimum of three races and probation.  In addition, if any of these violations are found after a race, then additional penalties are levied.  A more complete version of the penalty chart can be seen here.

NASCAR’s press release also states that there is a “recurrence multiplier” built into the new system.  If a team were to get two penalties at the same level in the same season, then the penalty would be 50 percent harsher the second time around.  Finally, behavioral issues are not considered to be part of the new system.  They will continue to be handled on a case-by-case basis.  Anything that falls under NASCAR’s Substance Abuse Policy would be included here.

Swan Racing Announces Partnership with SMS Audio

On Wednesday, Swan Racing announced a two-year deal with SMS Audio, a brand of headphones and audio products.  As part of the deal, SMS Audio will serve as an associate sponsor on both Cole Whitt’s No. 26 and Parker Kligerman’s No. 30 Toyotas in the Sprint Cup Series.  In addition, there will be Swan Racing-branded headphones produced as part of the deal.

Swan Racing owner Brandon Davis is very happy to have SMS Audio onboard.

“Swan Racing is very proud to partner with a growing worldwide brand like SMS Audio and to include an entrepreneur like 50 Cent as part of our team,” Davis said.  “The SMS Audio brand will be part of both our cars and I think our fans are going to love the product.”

Yes, the 50 Cent that Davis mentioned is the rapper 50 Cent, also known as Curtis Jackson.  Jackson founded SMS Audio in 2011 and is the company’s CEO.

Jackson is excited about continuing his involvement with NASCAR.

“Swan Racing and its up-and-coming drivers are the perfect match for SMS Audio,” Jackson said.  “They are as passionate for the sport of racing as we are for our audio products, and we’re confident that the music-loving NASCAR fan base is going to enjoy our headphones – whether at track or at home.”

As part of the deal, Jackson will make appearances at multiple races over the length of the deal to support Kligerman, Whitt, and the rest of Swan Racing.  While SMS Audio will not be a primary sponsor, SMS Audio will have small sponsorship on both cars and on both drivers’ fire suits.

Phoenix Racing Officially Renamed

When Harry Scott, Jr. purchased Phoenix Racing from James Finch, it was assumed that the team’s name would change.  However, the operation continued under the Phoenix Racing banner to the end of the 2013 season.  Now, the change is official.

On Wednesday, the team announced that they will now be known going forward as HScott Motorsports.  In addition, a new logo was unveiled and a new website launched.

Scott is pleased with the transition.

“I am truly looking forward to the 2014 season,” Scott said.  “We have two great drivers in place with Justin Allgaier and Bobby Labonte, we’ve partnered with great sponsors and the team is ready and excited for Daytona.  Now that we have launched the HScott Motorsports brand, everything is in place. We can’t wait for the season to get started and to get back to racing.”

The team has signed Allgaier to drive the No. 51 Chevrolet with sponsorship from BRANDT and a number of additional agricultural companies to run for Rookie of the Year.  Bobby Labonte will drive the No. 52 on a part-time basis.

NTS Motorsports Announces Newberry, Gaulding Part-time for 2014

NTS Motorsports announced that they will run two trucks full-time in the Camping World Truck Series in 2014.  However, neither one of the trucks will have a full-time driver.  Brennan Newberry will continue in the No. 24 for 12 races while also competing full-time in the K&N Pro Series East.  The remaining ten races will be filled by an as-yet unannounced driver or drivers.  Qore-24 returns to the team as a primary sponsor.  They are joined by GunBroker, a longtime sponsor in the Camping World Truck Series.

Newberry will be joined at Daytona by 2012 NextEra Energy Resources 250 winner John King in the team’s second truck, which will be the No. 20.  That No. 20 will also be driven by Gray Gaulding (who turns 16 today) in an eight-race limited schedule.  Since Gaulding is only 16, he is limited to ovals 1.1 miles in length or less and road courses.  The No. 20 will carry primary sponsorship from Gemini Southern, a Pompano Beach, FL-based investment company.  In addition, Krispy Kreme and TruMoo Chocolate Milk will serve as associate sponsors on the truck.  The remaining 13 races will have an unannounced driver in the seat.  NTS Motorsports also announced that Gaulding’s father, Dwayne, has been hired by the team to serve as Vice President of Operations.

Gaulding also brings his Krispy Kreme sponsorship to NTS Motorsports to race full-time in the K&N Pro Series East as a teammate to Newberry.  The move will result in Gaulding switching from Toyota to Chevrolet.

Gaulding is very excited about making his Camping World Truck Series debut in 2014.

“Signing with a competitive and successful team like NTS Motorsports is a tremendous opportunity for me,” Gaulding said.  “With our new sponsorship from Gemini Southern and continued support from Krispy Kreme Doughnuts and TruMoo Chocolate Milk, I am eager to return to the NASCAR K&N Pro Series East to build upon our success in 2013 and go after the championship.  I look forward to achieving my goal of competing in the NASCAR Camping World Truck Series and capturing the “Youngest Race Winner” title in that series as well.”

Gaulding and Newberry’s full schedules have yet to be announced.  However, Gaulding will make his Camping World Truck Series debut in the Kroger 250 at Martinsville Speedway on March 29th.

News n’ Notes:

- Jeb Burton, who was out of a ride at Turner Scott Motorsports due to the default of Arrowhead Electronic Cigarettes, has rides for Speedweeks.  Burton will drive in both Saturday’s Lucas Oil 200 for the ARCA Racing Series presented by Menards and the NextEra Energy Resources 250 for the Camping World Truck Series in No. 13 Toyotas for ThorSport Racing.

- Ray Evernham is leaving ESPN in order to take a more significant role behind the scenes at Hendrick Motorsports.  He has no plans to return to the pit box as a crew chief, but will benefit all four of Hendrick’s Sprint Cup teams at the shop.

- Turner Scott Motorsports announced on Monday morning that Ryan Truex will return to the team for the Camping World Truck Series’ NextEra Energy Resources 250 at Daytona International Speedway in the team’s No. 32 Chevrolet.  Replacing Miguel Paludo, Truex will be sponsored by Bass Pro Shops.  Since he is full-time in Sprint Cup and one of the eight contenders for the Rookie of the Year Award, Truex will be ineligible to earn points.

Q:   For 1998, ARCA Champion Tim Steele was going to be the fifth contender for the Rookie of the Year Award (in addition to Kenny Irwin, Jr., Steve Park, Jerry Nadeau and Kevin Lepage) after taking over the semi-dormant No. 15 Ford. What companies were going to be Steele's sponsors before the whole deal fell apart?

A: Steele was going to be sponsored by a combination of Sony and Nike in the 1998 season.  However, the whole deal fell apart when Steele was injured in a testing crash at Atlanta Motor Speedway shortly after the track was reconfigured into the current 1.54 mile configuration.  The crash put Steele out of racing well into 1998. It was 2000 before Steele ran another full season.  He never made another Cup start.
