Historically, of course, the Republic of China *did* include the whole of what is now the People's Republic of China, but was reduced to just the island of Taiwan in the civil war of 1945-49. At that point the two sides stopped actively fighting, but this happened without formality, hence the continued claim of each one on the other's territory. Many countries, and with them the UN, continued to recognize the Taiwan government, which therefore maintained the UN membership of "China" that it had had since 1945.
