What to Watch: Thursday
- The race weekend in Charlotte officially gets underway with practice for the Camping World Truck Series. The 38 trucks entered will have two sessions on track from 11:30am-1:30pm and 2:00-4:30pm. Neither session will be televised.
- Practice will continue for the Izod IndyCar Series teams at the Indianapolis Motor Speedway. Cars are scheduled to be on track from 11:30am-6:00pm. However, there is a threat of thunderstorms.

Slight Rule Changes Announced for All-Star Weekend
On Wednesday, NASCAR made a couple of announcements pertaining to rule changes for this weekend's Sprint All-Star Race.
The first change, which was already fairly well known ahead of time, is the fact that there will be no pit road speed limit entering or exiting pit road during Sprint All-Star Race Qualifying. As a result, there is a good sporting change that drivers might slide through their stall on the mandatory pit stop. To increase safety, crews cannot go over the wall until the car stops in their stall.

Secondly, the Fan Vote winner will be able to start the All-Star Race if their car is in "raceable condition." Previously, drivers had to also be on the lead lap. Already, discussion has centered upon the change benefiting one specific driver, who many believe is a shoo-in for the Fan Vote entry if she doesn't crash out of the event.
"I don't need to say any names," David Ragan said to ESPN.com's David Newton on Wednesday. "We can all assume and make pretty good guesses. But there's usually good reasons for making any rule change." Ragan continued on say that he thought that it was a bad rule change because it could place an uncompetitive car in the Sprint All-Star Race.

Jennifer Jo Cobb's Transporter Stolen; Harmon Arrested
For Jennifer Jo Cobb, her 2013 season has gotten off to a very tough spot. A series of bad finishes will force Cobb to qualify for Friday night's North Carolina Education Lottery 200 on speed. Now, just getting to the track might be impossible.
JJC Racing put out a statement on Wednesday morning that stated that her team's transporter was stolen from her shop on Saturday morning. According to said report, Cobb values the transporter and contents at $279,000.
The Sheriff's Department issued warrants for the arrest of Nationwide Series driver/owner Mike Harmon and Sheila Rice on Wednesday, then quickly apprehended them and charged them with felony larceny and breaking and entering. Both are out of jail after posting $10,000 bonds.
Cobb is just hopeful that she'll be able to run this weekend at Charlotte Motor Speedway.
"It is my sole concern to get the transporter back so that we can make Friday night's NASCAR Camping World Truck Series race at Charlotte Motor Speedway," Cobb said. "We are working with other teams right now to borrow the necessary items in the event our hauler and it's contents are not returned. We are pleased with the diligent work of the Rowan County Sheriff's Department has shown in solving this crime."
Harmon is very angry over the situation and professed his innocence on Twitter.
"I want it known that I have never stolen so much as a piece of bubble gum in my life," Harmon tweeted. "I did not take [Jennifer Jo Cobb's] hauler, [and] there is no video of me anywhere near the shop. Today, she was the windshield and I was the bug, but when we get in Federal Court in a couple of weeks, there will be a boulder coming."
Harmon and Cobb have worked together in the past. A couple of years ago, Harmon was the team manager for Cobb's No. 13 when she attempted to race in the Nationwide Series.
Franchitti Fastest on Day 5 of Indianapolis Practice
After five days of practice at the Indianapolis Motor Speedway, there are no clear favorites for the pole position. After a couple of days of Andretti Autosport setting quick times, it was Target Chip Ganassi Racing's turn to top the charts.
Dario Franchitti turned in the fastest lap of the day with a lap of 40.1363 seconds (224.236 mph). The hot weather on Wednesday (highs reached nearly 90 degrees, while the track temperature was around 130 degrees) prohibited Franchitti from approaching the fastest time of the month, set on Monday by Marco Andretti.
Franchitti's lap was just less than a tenth of a second faster than Townsend Bell in the No. 60 Sunoco/TURBO Dallara for Panther Racing with a lap at 223.716 mph. Team Penske's Helio Castroneves was third, while Ryan Hunter-Reay and Ryan Briscoe rounded out the top-5. Now, these lap times were set in the draft and should be taken with a grain of salt. According to IndyCar.com, Franchitti's fastest lap by himself was at just 218.789 mph, a lap that was nearly one full second off his personal best.

Qore-24 to Sponsor Newberry for Remainder of Season
NTS Motorsports announced on Wednesday that they have signed Qore Systems to a multi-year deal to serve as the new primary sponsor for rookie Brennan Newberry in the Camping World Truck Series. Qore Systems will be launching their new product, Qore-24, a brand new antimicrobial hand purifier, via the partnership.
According to Qore Systems' website, Qore-24 is an alternative to alcohol-based hand sanitizers that have become quite ubiqutous. It is said to provide 24 hours of protection from just one application, while not being harmful to humans or other animals. In addition, it can also be used as a moisturizer. The product is currently available in spray and wipe form.
To better advertise the new sponsorship, the team will change the number of Newberry's truck from No. 14 to No. 24 for the rest of the season. Previously, the No. 24 was used for a part-time third truck for NTS Motorsports that was raced by Kevin Harvick at Martinsville. That truck will likely now use the No. 14.

So after two weeks of hand wringing, speculation, and bewilderment over what would become of Matt Kenseth's season, all of that was put to rest last week. His points standing essentially reaffirmed, and his crew chief's one week absence resulted in a win. If you aren't putting Vegas money on him right now for the title, you're an idiot.
This team is but four months old, they're up to speed and jelling like that decoy bomb in Die Hard With A Vengenace, and the driver has been reduced to a blubbering snot pile of emotion on the radio after their third win of the year at last week's Southern 500. It always confused me why JGR never put Jason Ratcliff together with Kyle Busch on the Cup side of things, given all of the success they had in Nationwide together. Kenseth is proving to be the missing piece of the puzzle that Joe Gibbs Racing has needed since Tony Stewart's departure in 2008 – and possibly his arrival. Maybe it's for the best that they didn't land Carl Edwards after all back in 2011.

Kasey Kahne was upset following his incident with Kyle Busch with 34 laps to go at Darlington. Despite having led 265 of 354 laps, a flat right rear tire conspired to deny Busch his third win of the year. A desperation dive bomb run into Turn 1 caused Busch to slide up the track and nearly make contact with Kahne – but not quite. The disturbance of air however caused Kahne to wreck, the third such incident in 11 races this year with Busch – and second in three weeks.
That being said, Kasey is being a bit precious over the incident, saying that he expects another "I'm sorry" call from Kyle Busch. The previous two incidents were plate wrecks, where Kahne was drafting with Busch and got turned. Either because the new cars don't match up well, he moved where Kyle was going, or whatever. Busch doesn't exactly have a reputation of wrecking Cup guys or causing superspeedway disasters. There was a time when Jimmie Johnson was the cause of a couple of Talladega pile-ups and wiped out half of the field in the 2004 Daytona qualifying races.
I guess he's in good company in that respect, but perhaps The Sprint All-Star Race might be the site of some retribution?

Michael Waltrip Racing this week terminated crewman Lee Dodson, after Dodson was indefinitely suspended by NASCAR for violating the sanctioning body's substance-abuse policy. Dodson had been a crewman on the No. 15 Toyota of Clint Bowyer. Some may ask why he was not given the same option of completing the Road To Recovery program that A.J. Allmendinger was by Penske Racing, rather than just being fired. First answer is easy: crewman are more expendable than drivers.
Young drivers with talent have a long shelf life and a bit of Teflon coating to them. Allmendinger got popped with a DUI a few years ago when with RPM, prior to his failed drug test in 2012. Remember Scott Wimmer? He barrel rolled a Dodge Ram through a road sign, ran home, and hid behind the bed while the cops busted in and hauled him off for DWI a few weeks before the 2004 season started. Teams and sponsors have a lot invested in drivers: die cast cars, marketing materials, cardboard cutouts with hands on hips – more so than they do with crewmen.
Secondly, it's a workplace issue. If an employee is known to have a substance abuse issue, and causes another employee to be injured it is a workplace issue – not a racin' deal – and they're subject to litigation just like another other business operation. There is the matter of Bowyer's sponsor, 5-Hour Energy. With the FDA cracking down on anything remotely related to caffeine or alertness, it might be best not to have someone associated with it that has a documented substance abuse issue – whatever that might be. That being said, here's hoping that Lee Dodson is able to complete the RTR program, resolve whatever it is he might be dealing with, and is able to work himself back into the sport soon.

Q: Here's an easy one. Mark Martin won The Winston in 1998 with a last-lap pass. How did that last-lap pass occur... and who did he drive by?
A: Mark Martin passed Bobby Labonte for second coming to the white flag and was more than willing to settle for second in his Eagle One Ford. Jeff Gordon, driving a special DuPont Chevrolet with a special "Chromallusion" paint scheme, was running away from the pack in the final segment. However, right at the start of the final lap, Gordon's Monte Carlo ran out of fuel. Apparently, crew chief Ray Evernham tried to get a little too much of an advantage and ran his car dry.
