But lakes are never international waters. They always have borders drawn
completely through them no matter how large they are. In fact, even
state and provincial borders usually go through large lakes on their
borders. Most people don't know it, but Illinois and Michigan border
each other inside lake Michigan.

So I look at coloring the ocean as actually coloring international
waters. Territorial waters extend 12 nautical miles out to sea, but I
don't think that makes any difference to this question.
